He is a great tactician but has done nothing to put him amount the greatest. He won a war and became a ledgend for it but thrawn pulls off tactical impossibilities on a regular basis

Nearly destroying both the Republic and Imperial armadas at the same time with only some ships and a handful of pirates?

Revan is like king Leonidas and the battle of Thermopylae. What he did was awesome and brilliant and badass. But Thrawn is like Hannibal if every battle Hannibal fought was the battle of Cannae.

Hannibal pulled off the perfect maneuver and slaughtered two roman armies in an after noon with only a fraction of the men.

Leonidas only lasted as long as he did because he nullified the Persians numbers. Hannibal had no such advantage
