I don't think there is any difference between TPM and RotS Sidious. There is no evidence that he improved by any margin since TPM. Still Caedus though.

Well, after Plagueis's death, he should've. But I believe the same as you. TPM Sidious had been already on par with Darth Plagueis.

Caedus still dies though.
