Not really familiar with post timeskip Luffy, because the show started sucking after like 20 episodes.

From what I do know of his feats though, Goku stomps.

It's good again. The pacing is slow but it's still a good series. Everyone on the crew is stronger and everyone they face are strong

King Piccolo could kill cities in single attacks, though it was tiring for him. Goku's a lot stronger than that by this point.
