No. Just because Michael has "God's power" doesn't mean he's got the full power of God. Otherwise, the Spectre would too. So would Lucifer, the Radiant, and the Word. Because they all have aspects of God's power.
It was even stated that Yahweh could easily erase Lucifer/Michael out of existence.
Elaine absorbed Michael's power after he died at Lucifer's hands. Then towards the end of the run, Yahweh actually gave his personal power/status to Elaine. Making Elaine the supreme being of the Vertigo-verse.

I say "Vertigo-verse" because the Lucifer series treated Vertigo-verse separate from mainstream DC.
Its contradictory really. We have accounts that confirm Vertigo being in the same verse as mainstream DC (for example, mainstream DC characters appearing Sandman v2 which takes place in the same universe as Lucifer) but if we look at the bigger picture, i think it's best to dissociate them. Elaine became God at the end of the Lucifer series (in 2006); and the Lucifer run had no effect whatsoever on mainstream DC. If mainstream DC (in this case, Yahweh's creation) was really merged with Lucifer's multiverse and Elaine's then the effects would be similar to what happened in Flashpoint (where mainstream DC was merged with Vertigo and Wildstorm - Wildstorm being another separate continuity/multiverse). Yet absolutely nothing happened.

Late question, but didn't John Constantine make a cameo in Lucifer series by Mike Carrey? IIRC, he was at a bar in the background or something.

When she was getting accustomed to Michael's powers? she admitted later on that she has gotten used to the power and is under her control. And after that Yahweh ascended her into the supreme being position.
