Probably Kas'im sucks pretty badly, Vodo was able to best Kun after he bested Sylvar and was still able to hold his own against Dark Lord Exar. Kas'im was driven back by trainee Bane, and still died even with his Jar Kai advantage and nexus amp

Kas'im lacks the physical strength to break his staff, is weaker physically, and less skilled

IMO Vodo would defeat Zallow in a hard fight. Not sure how good he is at fighting groups though.

No good reason to believe he'd take Kas'im.

Kas'im got driven back by a trainee and had to resort to Jar kai as well as sabotaging Trainee Bane's training.

Any sufficiently skilled duelist with their own showings would humiliate Kas'im in a duel
