LOL Sidious hadn't peaked yet, and Shadow Conspiracy pretty much confirms Sidious never went all out on Maul in their training.

Look, I know Siolo shouldn't be that good but that is how it is. You can make up an excuse all you want, that is clearly a stupid hype for Siolo.
