Obama is hardly an "instigator." The guy takes days before he even responds to a crisis. He's incredibly careful when it comes to addressing these issues (overly cautious, I'd say) because he knows there's a legion of people like you who will examine his statements for imagined militancy.
Harvard University professor Henry Louis Gates Jr., (a black man) was arrested in his own home cos one of his neighbors called the police and said their was a black man trying to break into the house.
Obama commented: "I don't know, not having been there and not seeing all the facts, what role race played in that. But I think it's fair to say, number one, any of us would be pretty angry; number two, that the Cambridge police acted stupidly in arresting somebody when there was already proof that they were in their own home, and, number three, what I think we know separate and apart from this incident is that there's a long history in this country of African Americans and Latinos being stopped by law enforcement disproportionately." -Pres. Obama
Which is pretty much benign and true, but a bunch of sissies cried their sissy-tears over Obama's comment, so Obama later commented that he regretted making the comment like he did and hoped everyone can learn and grow from it. He should have stood his ground, imo.

Clinton made a speech about racism in America, he wasn't one to hide, look the other way and not involve himself when it came to racism and racial issues. Most applaud him for it.
