Because he was casually, unknowingly, creating universes from his dreams. And that was far from his full potential.

Not to mention that he merged with the Logoz at the beginning of his solo series which allowed him to directly access the Presence's power.

The Phoenix force has never really impressed me, it's probably the biggest jobber out of Marvel's cosmic pantheon.
