I think Ozy takes Red Skull because he will fight smarter, they are about the same in strength, but smarts wins every time

Skull doesn't really have enough feats, all he really has is a short fight with Cap.

he is said to be around Cap Am. stat level, but evil and willing to Kill which will make him more dangerous than Cap

There are still some Ozy fans that argue he is stronger than Cap, despite the massive number of superior feats that have been posted for Cap...it's not worth arguing with them considering the small number of feats RS actually has.

Ozy its depicted at the pinnacle of human physical ability(Peak Human) The same as Captain America, but one its alot smarter than the other, that is what makes a different here
