I feel like none of them have enough feats for us to make a proper decision. Right now I'd go with Mockingbird just because she has the most feats and because being a top SHIELD agent is being more impressive than a cat burglar with an unknown past or just being trained by Oliver Queen for a short amount of time.

She does have some feats from AOS. Black Widow has 3 movies worth of feats, she would be an easy win here.
