The conversation is about Beerus using 70% against Goku. How you see anything else is beyond me.

Also Beerus says that he has no more power left to destroy the whole earth. Could be a white lie but it shows that really did exert himself in the fight with Goku.

Beerus didnt say exact percents but he made statements that clearly show he used a lot of his power or was ramping up his power.
