Hazmat, the character whose powers maxit has, can not control radiation. At least nothing like the people with radiation manipulation. She just creates a field around herself, with all sorts of deadly chemicals.

Yes, but you wouldn't have all their years of experience. You get the ability, passive abilities to use it, and you know how to utilize the ability. Doesn't mean you'd get Charles exact experience.
Yes. NPC type people. They can't be killed. They grow food and do other things that may help someone survive if they are resourceful.
