At his absolute strongest I wouldn't put past him to steamroll YHVH and his whole host at the same time.
He has a Legion of one hundred million soldiers, each one of this is a full on god capable of raping concepts on a multiversal scale, along with hax abilities. And all of those can be used by Reinhard.
That's Reinhard from a VN called Dies Irae. At his absolute strongest, he's essentially a walking universe/multiverse. He has a crapton of broken abilities, but iirc he has to do a chant to truly be able to use his abilities to their fullest.
His chant for Atziluth is a fragment from Mozart's Dies Irae, yes he has to say it to activate it. However, as I'm not that far into Dies yet, I don't know if Taikyouku is a passive power or requires Atziluth (I'm fairly certain he has to use his Du Sollst-Dies Irae Atziluth to summon his Legion, though).
On the note of YHVH, a lesser aspect/avatar of him can create and destroy billions of universes in an instant simultaneously. YHVH is more powerful than that.
And from a profile they once had of Reinhard and the other Dies Irae characters long ago, I think he does have to do the chant to use his abilities to their full potency.
