Bijuu dama also increases with chakra/natural energy.

Naruto's own bijuu dama increased with chakra upgrades, and even when Yin Kurama collected natural energy. So it's not really being unfair to claim Goku is more powerful then Roshi using the same technique, since he has more ki.
