Not sure he could break ROTS Kenobi's defense without his rage boost, that match could truthfully go either way.

He beats all versions up to then though

He beats TPM and AotC Kenobis. Not sure about his fight with RotS Kenobi...

Why do people think he'd beat AOTC Kenobi?

According to some sources he's roughly on par with Vader.

Actually according to sources he was on par with Vader in ESB which is idiotic because Vader kicks his ass the whole fight but whatever.

Most people tend to see AOTC Kenobi as being quite mediocre, but does he even have a few notable moments in the novel?

Well, Anakin was Vader at the time, and exceedingly arrogant. Luke is a jedi, and not nearly as arrogant. Fighting a Jedi and fighting a Sith are two different things.
