I think he manipulates the Mon Cal's aim. You see him gesturing in the first panel, then it goes to the Mon Cal looking surprised while he fires.
So I just read into the new comics and whatnot, and I find it really terrible, TBH. I love Vader's displays of power and skill, but I find that Palpatine wanting to replace Vader, with all his raw power and skill, with this cybernetic fodder as a central plot point as utterly retarded. It makes him look weaker and helpless against beings he should honestly be capable of raping. They should have just done a comic series of Vader destroying Rebels en masse and doing interesting missions for Palpatine - such as hunting Jedi (so original, I know). I was going to download the comics but honestly I'll pass.
Palpatine doesn't want to replace Vader, he said to prove that he is stronger, if the twins defeated him, that just proves to Palpatine Vader isn't as strong as them. It's a test of sorts, to see who is better.
Plus these aren't just some random hasty put together cyborgs. The twins were implemented with the finest technology with genetic tweaks and combat training for 20 years.
Let's also not forgot Dr. Cylo is clearly a genius and thus far the best technological mind in the current Star Wars canon. The guy made not only the twins, but pretty much a replica of General Grevious, made himself immortal via technology and could implant technology that would do nothing but serve Palpatine up to a freaking Rancor.
