When will he have the time to even lift his arms? Spectrum is one of the fastest being in the universe. Not only can she become light, she can shift from wavelength to wavelength, even turn into neutrinos and fly through objects. What happens if she flies into Bob's body, and switches to electricity? You brought up a really good point, what time does Bobby have to do anything if she uses her speed, which is a power that she can use, and has used very often.
