Powerscaling only works and makes sense in a few verses.
Comics nowdays try to keep as consistent as possible. On average we've seen Spiderman struggle day to day with class 30 and under villains. But then he goes and beats someone like Hulk out of nowhere. We know he isn't as strong as hulk, so we can't powerscale him to be up there
It's pretty simple.
We can powerscale Naruto as well, that way we AVOID Naruto haters from saying thier building level durability.
