Haven't read HSDK, but nothing on his wiki page really impresses me much. It does mention, though, that he suppressing his power to .0001% when he fights. If all of his mentioned feats were done at that level, then at full strength he'd definitely win. If not, then he doesn't stand a shadow of a chance against Gai.
Knowing wiki pages, though, there's probably a lot of stuff that's either lowballed or not mentioned in the Skills section, so it's likely that I'm missing something.
I believe that .0001% thing is hype and little more. Sure, when taking things much more seriously, he's above everyone else in his home series, but against Gai with all 8 gates open, he's outclassed in every physical aspect.
In terms of sheer martial arts ability though he's probably superior, but it doesn't mean much of anything against the kind of things Gai is capable of in such a state.

Well either way, we can't just ignore the outright statement that he only uses 0.0001% of his strength.
I'd still say Gai wins though, given he could punch a god that reacted to LS teleporting, miles into the Earth with just the air pressure of a single hit. And he kicked the left side of his body off, when that same person tanked being hit by biju bombs that mountain bust.
