Weakest DBGT person that can beat Beerus???

Who is the weakest being in DragonBall GT that can beat Bills for the majority?

The closest that may chance a standstill with Bills would be the weakest form of Shenron. Baby may hold a chance on him, since it took SSJ4 to beat Baby. Don't count on Cell or Frieza, Goku in his child form took them out easily.
