They are not. He needs to give the command to activate all shields and anything less than full shielding is not going to help here.Surfer's combat speed is really poor, actually.

Thanos is pretty got darn beastly and he could probably take this via mind attack. That's if he last that long. Let's put it like this, Roshi was a moon buster but his power output wouldn't even tickle someone like Raditz. Raditz is a potential planet buster but his power output wouldn't even tickle someone like Nappa. Nappa is also around the same as Raditz (a lot higher) and his power output wouldn't even damage Saiyan Saga Vegeta. Hell, Vegeta didn't even notice this...
He was actually standing in one spot smiling while this attack was going on. The trends continue. The lease powerful you are, the harder it is to hurt someone that is more powerful than you. By the time the Cell saga hit, they were capable of busting solar systems with the output of their beginning blast.
Also, Surfer flight speed is faster than Goku but his combat speed isn't close, at all.
