Luke has also tagged venom on two separate occasions, tagged taskmaster, Iron fist, Mister x, Daredevil, spider-man, etc.

Peter is faster than a bullet (even on average) and has precog abilities that warn him even before the attack is thrown (he can dodge lasers). Luke Cage isn't even 1/10th as fast as a bullet. Him handling IF is not proof of that. IF wasn't operating at bullet speed (not even close) nor is IF anywhere near as fast as spidey.

One more thing, characters tagging other characters is meaningless and holds no water if the tagged character wasn't using his top speed and reflexes. For example, Grundy tagging Flash doesn't mean that Grundy is nearly as fast as flash.
