Luke. Luke could already compete with Vader, in sabers, in RotJ. 😬

Edit: also of the opinion RotJ Vader is superior in sabers, but meh.

Luke Solidly. He's surpassed his father by this point.

He's sad the op won't let him redeem his dad though.

I thought the common concensus around was that Vader.was.holding back significantly in that fight? Regardless I'll say Luke too no morals will interfere so he probably wins

In ROTJ, Vader was indeed holding back. However, Luke improves so drastically by DE he'd win legitimately, so it doesn't matter.
