I think based on the rules for scenario/battlefield not being specified, they'd just be dumped into the standard battlefield. Which means he might as well be under the Super Sun.
For those who don't know Superman 1mill, "punching through time" doesn't sound impressive. It sounds like something the Hulk's done a dozen times.

You also need to give credit where credit is due. The guy doesn't simply have ESP, his ESP was used in the form of making it rain. So he has the power to..rain down ESP I guess.
His TK/Force-Vision, however, is massively impressive. He was able to cement Kyle's construct and contain Solaris' full fury. He also used his FV(in conjunction with Titano's TK) to stop the forward progression of an entire galaxy. So yeah...

But as soon as he reaches 853rd century, he's back at his full power.
So it was Kal Kent at less than 1/10000th of his power who punched straight through time. At full power he would punch straight through Hulk too.
