Vos just has a poor match up against Dooku, due to his main style being Ataru. Not to mention Dooku can and has ragdolled him in the past. After he's out of the equation, Ventress dies.

Dooku also wouldn't have been going for the kill - doesn't mean they were holding back their skill and so on.
And Vos wasn't using Vaapad, no, but then he doesn't anyway. Ataru is his main form. He's barely learnt enough of Vaapad to warrant using it as a primary.

He killed Bulq by catching him off-guard, not through skill. And he wasn't using Vaapad against Bulq to begin with.
Vos attempting to give himself over to Vaapad entirely would lead to him using a poorly controlled version of Juyo. He doesn't know anything about the Form outside of the basics of it, and he also lacks the pre-requisite mastery of other forms.
