Yavin jungles enabled a featless character like Gantoris to fight Luke, even if Ahsoka is more skilled the boost from the nexus gives him an edge. She may or may not be the better duelist, but the Inquisitor has constantly ragdolled/dominated Jarrus with TK- add a nexus and when he realizes he's losing a duel, he'll just resort to his superior force power

If I had wanted the Inquisitor to be amped I would have said so. I didn't, ergo he isn't.
