Read the thread. This is about ranking eras by the fifth best by order/10th overall, or other similar lower slot.
If someone is 1-4th best? They aren't included. If you don't know who the fifth best is? Well then it's pretty darn odd to put them on the list at all.
Besides, you just listed them chronologically. You put the pre Ruusian Jedi... who's fifth strongest Sith is... less, Qordis? Sirek? Above the Golden Age aka Clone War era, who's fifth best is probably Plo Koon or some even stronger badass, and Luke's order who's fifth is probably Saba Sebatyne or Kyle Katarn.
If that's your actual ranking, it does not make a lot of sense, but I think it more likely that you didn't actually read the requirements.

For Legacy? He's wise and old, but doesn't really fight any more, so if he's in the top 10, probably low in it.
T'ra Saa seems like she's the ol' powerhouse force-wise. There is a couple other Jedi we didn't see much that were also impressive, like Asaak Dan.
Then there's Azlyn Rae (depending on if one counts her as Jedi or not) and her Jedi master, Rasi Tuum.
