I doubt the CW has an unlimited budget. SG's not a cheap show, and even CW has its limits on how many viewers an expensive show can survive on. Legends of tomorrow is surviving on less viewers for now, but I'm sure it's not as expensive as Supergirl, and at least that show isn't dipping in ratings every week.SG's S1 drop on CBS was just as bad as AOS's S1 drop on ABC. But obviously AOS didn't make a move to a tiny network like CW for S2.
CW did save almost all of the shows that aired this past season or gave them summer orders. Taking that into account, Supergirl would have to actively screw up in order for the network to consider not renewing it. Especially since this show has possibly the best time slot and budget: the latter being suspect due to the crappy effects that were on CBS.
AOS has Disney money so I'm pretty sure it was safe from the beginning. Still it's telling that this didn't even get back 1/3 of its average viewership back with the move.
