Well, he hasn't empowered any other characters unless you count his split personalities. I don't see what that has to do with anything. This is about power. Yeah I know Shazam is potent, but Sentry is still actually hard to truly kill unless he wants to die.
On one side we have someone who gives another person Superman level powers, on the other side we have someone who has fights where his energy output is such that even when he is in the microverse his energy flares can be seen.
