Trunks fought on par with Perfect Cell for a while, and was even more powerful than him. The reason he lost wasn't because of "speed", it was because of two reasons.
1. Trunks lost a TON of maneuverability when he went USSJ, because he couldn't move as well with his bulky muscles. He could still fly fast though, fast enough to keep up with Perfect Cell.
2. USSJ uses WAY too much energy to be practical in a fight, according to Goku. While it makes you a lot stronger and even faster, it takes so much energy that you run out so quickly that you can't fight afterward. Just like Frieza when he went 100%.
Anyway, Trunks would win, unless Vegeta managed to survive against him until his buff wore out. Then, Trunks would go back to base, and Vegeta would execute him. Vegeta would also win if he managed to land Final flash on Trunks. That's pretty much a guaranteed win.

Vegeta would bolo stomp Trunks. He already knew of the weaknesses of that form which is why he never used it. He would know how to beat Trunks in it.

What are these based on? The only fight scenes in the manga showed Cell effortlessly dodging all of Trunks' attacks. That's not keeping up, that's toying.

Obviously Vegeta is going to survive when Trunks isn't going to hit him at all. This is a reach.

And Vegeta is more than fast enough to take Trunks here. It was established that this form boosts your power but cuts your speed. Therefore Trunks was slower in this from than he was as a normal SSJ. Vegeta would be much faster than Trunks any way you slice it

Well, that's possibly true, but that's still an assumption. Again, if Vegeta manages to outlive USSJ, then he wins, if Trunks manages to use his superior strength and speed to put Vegeta down before then, he wins. Also, if Final flash lands on Trunks, he'd done no matter how you slice it. If it would kill Perfect Cell, it would undoubtedly kill Trunks.

Um... No. Right at the start of the fight, Trunks and Cell both dashed at each other, and fought in the air for a while. After a bit, they went to the ground, and it showed how Cell was then able to dodge all of his attacks pretty handily, because Trunks was wearing down already from the form taking so much ki.
Again, Trunks fought on par with Cell for a bit, and Vegeta didn't. He landed his strongest hits on him, and the only one that did anything was Final flash, which could have killed Cell. However, there's no way in hell Trunks would stand around for Vegeta to charge that up for five minutes. He'd swoop in, punch a hole in Vegeta, and he'd be down for the count.

Hm, re-reading the manga, I guess you are right. Trunks didn't land a single hit on Cell, but in the anime, he fought on par with him for a bit. Although I still think Trunks could have hit him if he had spammed a bunch of ki attacks.
Anyway though, if Trunks could land some ki blasts on Vegeta, he'd win. But to put it simply, if this were in the manga, Vegeta rofl-stomps. If this were in the anime, Trunks rofl-stomps.
