Hard to tell, really. To much depends of the Vaapad mechanics. Windu became stronger after events on Haruun Kal (when he finally understood, that she shouldn't fears he emotions). In that case, he will fight on a higher level against Bulq. But, on the other hand, if Bulq can - by his Vaapad - draw from Windu's dark side (like Windu could against Palpatine), then it would be a very close to a tie. Windu's superior Force mastery will finally led him to victory. In that case, Vos will be a non-factor.

#6... Well, TCW and sources which are basing on it made some characters weaker then they were in the past. Windu or Dooku for example.
Windu's last confrontation with Ventress in Star Wars: The Clone Wars Magazine 7 suggest, that she's able to hold her own against him quite comfortably.

On EU vs. NuCanon....

Unless 'Disney Version' is specifically called out, both characters should be judged on the EU if one of them does not exist in Disney.
