Goblin - compared to him - is very inexperienced. Reckless, too. Even though he has flight and ranged attacks, he can't really harm Colossus... while Rasputin can definitely do that in a city environment. All he needs to do is toss a few trucks in Osborn's direction.
Osborn is likely to just charge at him, anyway...
