Assuming custumary neutral ground Viti has a decisive advantage but I don't see a stomp without him having a DS nexus feats to count (😉 ) too.

Vitiate from "Revan" would win comfortably, but it wouldn't be a stomp.
Even Yoda, Vitiate's superior in almost every way, coudln't stomp Dooku.
And unamped Vitiate without DS nexus? He would loose to either Dooku, Windu, Vader... Maul perhaps

Vitiate stomps in all but dueling ability, which I am increasingly believing is irrelevant against the Emperor.
