Maul has never been and will never be above Dooku. Being on par with Dooku is the highest level he could ever reach.

Your opinion is estrogen based but again go with the facts. Dooku isn't very impressive unless he's up against Kenobi. Vos outright humiliated him. Anakin destroyed him. Palpatine didn't even need to duel him to demonstrate his superiority.
