Kas'im wins this one handily.
Firstly he's a far more effective Force-user. Kas'im was able to nail Bane with a Force push and knock him down a staircase, shield himself from a wave powerful enough to demolish a stone temple and Force push open a heavy door in the midst of battle.
What has Zallow done? Oh yeah, he Force-pushed one non-Force user. Wow, brilliant.
Second, Kas'im is a far better duellist. Zallow's style is textbook ataru. This makes him very basic and predictable to a true master like Kas'im who has mastered every form. Kas'im is far more versatile. Also, Zallow is too specialised for dealing with big groups. He focuses almost entirely on offence to cut down foes as quick as possible. This means he lacks both defence and combative longevity.
When he went up against that gimp guy he was okay while on the attack but when on the defensive he floundered desperately. Against the kind of onslaught Kas'im can dish out he's in big trouble.
Kas'im is just all-around better.

Kas'im was incapable of beating Bane in spite of having trained with him and knowing his form, having superior technical knowledge, and had to resort to cheating and sabotaging Bane's training. This guy is hardly a competent duelist in any sense of the word. Zallow was blitzing Sith warriors, tooled Adraas, and fought evenly with Darth Malgus who had defeated Satele Shan twice in combat, killed Kao Cen darach, killed multiple Jedi in the battle of Coruscant, and was considered one of the greatest Sith warriors produced by the Sith Empire (and he has the feats to back it up unlike Kas'im).
Kas'im has nothing to suggest he can beat a guy who held his own to the likes of Darth Malgus in power or skill, and his incompetence by struggling with someone who was training for 8 months tops suggests he'd get stomped by a duelist of Zallow's caliber.
