Who is smarter? Pre-Flashpoint Ray Palmer or Tony Stark?

Both have done some incredibly remarkable things like saving the universe/multiverse, building incredible tech, etc...

Who is smarter and WHY?

Tony.

From Marvel.

Palmer is much smarter, cracking the Hourman virus was a better feat than anything Stark has to offer, and I've read almost every single appearance of Iron Man

Generally DC geniuses are smarter than Marvel one's, no one in Marvel could ever dream of making a time machine out of orange cans and tin foil.
