Depends. Tbh, the big Gete star is, more or less, a case of the no-limits fallacy.
It was able to make thousands of Meta Cooler's, which could each contend with both SSJ Goku AND SSJ Vegeta, at once, but couldn't take the energy of the the two, because it was somehow too great. That doesn't make sense.
Either way, if it's just the one meta-cooler, then he would lose, bearing some instances where he would pull a win, due to luck and IT. If it's the army, then 13 might still pull a win, but only if he knows to destroy the Big Gete star.

No he wasn't. Even against JUST SSJ1 Goku, he was physically overwhelmed. He even got his arm blown off just by Goku punching him.
Again Cooler's biggest two abilities were his IT, and his adaptation, through the BGS. Without those things, he would have been finished by SSJ Goku simply flying through him, which took off his arm. It wouldn't have killed him, but it would have made him severely weaker, and it would have given Goku an easy win.
Btw, 13 fought on par with SSJ1 Goku. And that was during the three years in the android saga, so he was demonstrably stronger than the Goku that Meta Cooler fought. Not to mention that all you have to do is destroy the BGS. And given the nature of the androids, "infinite power supply", I'd imagine it would be simply a matter of time, for him to send enough power to overload it, like Goku and Vegeta did.
^ I'm talking about peak Meta-Cooler(as I assume that's who we're using.) After regenerating his arm/insta-upgrading, he was far superior to SSJ Goku AND SSJ Vegeta. He stomped the shit out of them. Base #13, on the other hand, was barely on par with SSJ Goku.
Also, these films took place during the same timeframe: Android saga/pre-RoSaT.
