That's not proof at all.
This, however, is proof indicating the opposite:
At around 2:30 mark Goblin easily catches his punch and then sends him flying with a kick.
From around the 3:10 mark Goblin visibly manhandles him, even with Mary Jane in mortal danger. He resorts to webbing and messing up the glider to beat Goblin.
Final fight:
Notice Goblin handling Peter until he mentions Mary Jane, and then Spidey gets bloodlusted. And even then, it required serious visible strain and effort for Peter to overpower Goblin and throw him (around the 2 minute mark). So even if we say that bloodlusted Peter is stronger than Goblin, their strength levels are still very similar, and well above Cap. And his other stats are also similar to Spiderman's, based on the fact that he was actually able to fight him evenly, making them above Cap's as well.
Sorry, Cap has gotten a lot more powerful as the movies have progressed, but he is not quite on that level yet.
