Green Scar started as one of the weakest Hulk incarnations before he got to his WWH levels by recovering from said depowerement, absorbing radiation and mastering the Shadow Priest technique that allowed him to boost his rage and use it to the full advantage.

What similar feats? Gladiator has punched a planet apart and choked Jane Thor out with one hand. What's Surfer done to show he is that strong?
Surfer and Morg destroyed the planet they were standing on through a Test of strength. Granted it’s a shared feat, surfer was unscathed from the explosion while Morg was koed implying surfers physical superiority. Iirc Korvac encased surfer in a small planet and surfer easily broke free. Surfer has casually caught a double-hammer strike from savage hulk and a hard swing from Thor.

Sure their energies flared up, but it was the strength contest that collapsed the planet imo. However you want to look it, ss has easily tanked planetary destruction attacks multiple times and that’s all glads has on his absolute best day. He just has too many lows to handle surfer overall.
