Cyborg, if only because he needs to have a fairly good knowledge of his body

Agreed.
Cyborg is not in Spider-man's league.

What's the criteria for 'intelligence'?

Cant speak for everyone. I personally went with a mix of what i've seen them do and what they did/do work wise.

Fair enough. IF intelligence is based on what they know, then Cyborg knows more than most. Even top secret stuff is known to him.
