I doubt all of them were just sitting around and waiting to kill someone, but do they honestly not consider than these things might end in severe injury?
Well first off it needs to be said that every adult should know better then to drink and drive. You put the lives of a ton of people at risk when you do that, but you don't deserve to die for it or be beat by guards. At least not unless you killed someone via your drunk driving. Though even then I'd just say prison for life.
As for what causes guards to do this...excitement. Seriously, they get over excited while beating this guy and take it too far. With the adrenaline going they might not even realize he is calling for help. Or they might just be sadistic. I'm willing to bet a decent amount of these cases had the guys telling themselves "oh, we're just gonna rough him up, nothing more" and then it got taken too far because when you gather around a bunch of douchebags in one group they turn into super ultra d-bags.
