And possibly stronger then Supes, if you go by him matching Non physically, who in turn usually overpowered Superman.

He is child like, and it is true there is a chance he might not decide to attack right away. However, this would only be beneficial to Namor if he could take Bizarro out in one shot, which he can't. Once he attacks Bizarro it will cause him to fight back.
As to your question about an underwater fight with the trident, what powers does the trident give him? Also,how fast is Namor underwater? Given the strength and speed Bizarro has I don't think the water would really lessen his speed by much. So he might not even have time to use the trident, but then again Bizarro might not do that right away due to his nature.
