If we are comparing feats than yes but if we are to assume that TK skill is determined by raw power, than I'd say he most likely stops at Luke.

Vitiate's known telekinetic feats:-

- Sent Revan packing across the hall without a gesture

- Disintegrated T3-M4 droid without a gesture

- Halted Sith Lord Scourge's lightsaber strike mid-air without a gesture

- Collapsed a section of Dark Temple without physical presence

Vitiate should be lot more capable with his telekinetic abilities, if he makes an effort.

Clears or stops at Luke.
