Buuhan(who possessed the wisdom of Piccolo, Gohan, etc.) said that a fusion between Goku and Vegeta still wouldn't be able to defeat him in his current state. He was obviously talking about the Metamoran-style of fusion, as that is all he/they had knowledge of at the time:

Buuhan: "Now there's another human with great power! But naturally he's no match for me, even if they merged!"}
Moreover, Piccolo personally trained Gotenks--he saw the power boost gleaned from Metamoran fusion firsthand. After absorbing Piccolo, Buu would have been privy to that knowledge as well. Aside from that, Buu had personally encountered Metamoran fusion in his battle with Gotenks--he also knew what it was capable of. Suffice to say: Buuhan was undoubtedly in a position to accurately quantify/approximate how powerful Goku/Vegeta would have become with Metamoran fusion(ie. as Gogeta)... And he wasn't worried. At all. This tells us Buuhan>Gogeta. Toriyama couldn't have made his intent clearer, imo.
Additionally, Goku told Vegeta that Potara fusion was the only way to defeat Buuhan--implying that not even he thought Metamoran fusion would have been enough:

Context: Goku tries to get Vegeta to use the Potara with him, but Vegeta refuses
Goku: "I thought you might say that…! There isn't any other way to beat Majin Boo!"}
So yeah, I'd say SSJ Gogeta was around Buutenks' level.

Remember, Goku said SSJ3 was really meant to be used in the afterlife. We never got to see fpssj3, but both Goku and Vegeta seemed pretty certain it could beat original Buu in one shot.
I don't think they were talking about a hypothetical FPSSJ3, and I don't recall them saying something about one shot Buu. Just that if Goku could charge enough energy he would be able to obliterate Kid Buu for good.
With that said, I don't think dead SSJ3 Goku was more powerful than the Goku that fought Buu. It's just that SSJ3 puts the body of the user under a HUGE strain that a living body can't handle too well, making the time of the transformation dramatically shorter.

Well that's not true at all. He could have added a chart showing their rankings. Or even had them fuse normally first, and once they proved to be no match, have them use the earrings. Or he could have had Vegito wear a T-Shirt that said "Vegito>>>>Gogeta" and then at the bottom it could have said "feel free to suck it"
He could have made it much MUCH clearER!!!! 😄
