As to your later question, I'd say base body as the others don't really have feats.

On the level of Jeffries? Haha no. Also Jeffries controls the molecules of the substances and he is one of the best technopaths on top of that. Ultron has been destroyed by less. Even machine man destroyed adamantium ultron but putting his hand down his throat and ripping apart his internal circuits.
