If Vader got Darth Damages holocron would he have become stronger than Sidious?

So Darth Ramage's holcron held the knowledge of many obscure powers like tunneling and Time manipulation. The only reason Max Pavan did not become a master of time is because he didn't have enough Force power to do grand manipulations of time. But what if Vader got ahold of the holocron. Vader was immensely more powerful than Jax. Would the power have made him stronger than Sidious?

Ramage is such a goofy and dirty sounding name.

Damage sounds even worse, but ramage is pretty bad yeah.

I don't know how time manipulation could help defeat Sidious
