Slugfests work to Jugg's advantage. He's a brawler, Surfer isn't. However, I don't see him seriously hurting Surfer anymore than (preWW) Hulk ever did, and I could see Surfer getting in a few good shots. But essentially, though Juggs won't put Surfer down for the count (anymore than Hulk could), throughout the fight, he will dominate.

I don't see how the Surfer wins this at all. cain would be immune to anything that was thrown at him by the Surfer. It's that magical thing that would stump the Surfer, and if it ever came to a physical exchange, Cain would win. The Hulk is easily manipulated via cosmic energy exploitation on the Surfers part. Cain is a different beast altogether.
Surfer would probably lose Scenario 2, but Scenario 1 is debatable.
Surfer's no chump in a slug-fest. He's done things like...
- Beat-down Classic Abomb with his fists (while weakened).
- Beat-down Super Skaar with his fists.
- Beat-down BRB with his fists.
- Nearly splatters Super Skrulls brains with one punch.
- Traded blows with Krosakis who had Gladiator's strength + Uni Power stacked
- Physically held his own against Millennius for an extended period after having most of his PC drained.
- Overpowering Mephisto in his own realm (to save Shalla-Bal's soul).
- Etc.
But you're making it hard to gauge by not allowing PC or amping, but technically Surfer didn't "explicitly" amp himself in the above scenes, except maybe the Mephisto feat.
