Tyranus was superior to Maul, based on the ease in which he dispatched both Anakin and Obi Wan in ep 2 whereas Maul, idiot he was had the advantage but lost it to a rookie Obi Wan, by the time we see Kenobi in ep 3 he is at the height of his prowess which is why, when you see Anakin attempt to use Force abilities on him they cancel each other out; both are on top of their game, another idiot choice by a Sith cost Anakin the fight, nothing else. In closing, Anakin would destroy Maul.
