Sidious. If Satele had trouble with Malgus then she's going to poop her pants when she goes up against Sidious. Sidious has the best force powers also and is much faster.

Hmm. What if we add Zallow?

Sidious will blitz Zallow and Barsen'thor, Satele may be able to block a few blows at best, and HoT will die soon after her.

Zallow won't tip the scales. Sidious curbstomps Malgus and Malgus seemed a stalemate or a little bit superior to Zallow so he like Satele won't last long. Also Sidious force powers.
