John was a difficult opponent because he kept healing himself and is able to turn intangible. It wasn't because he was extra strong or extra tough. In fact, Pops actually seemed the stronger of the two.

Not 100% accurate. His suit could absorb the electrical current, but the heat etc. would have been immense, and his suit took it just fine. That being said, it is still a different animal to blunt force, which is what is important here. Considering even Tony's first proper suit was durable enough to tank literal tank shells, Pops is going to struggle to really hurt him.

I recall a few instances in their fight in the time travel chamber where Pops overpowered John in their shoving match.
In any case, neither John nor Pops displayed strength near IM's level. I think that's the important part here.
